Kerjasama Petronas lonjak kontrak syarikat O&G Sabah 250% dalam 4 tahun

PETALING JAYA: Jumlah kontrak dalam sektor minyak dan gas (O&G) yang diraih syarikat berpangkalan di Sabah meningkat hampir 250% sejak empat tahun lalu, selepas termeterainya Perjanjian Kerjasama Komersial (CCA) antara Petronas dan kerajaan negeri pada 2021.

Pengarah Eksekutif SMJ Energy Sdn Bhd Terry Biusing berkata peningkatan ketara itu dicapai melalui kerjasama strategik antara kerajaan negeri dan syarikat minyak negara, yang diselaraskan jawatankuasa bersama khusus ditubuhkan di bawah perjanjian terbabit.

Jawatankuasa dikenali SC4 itu memainkan peranan utama dalam memperkukuh penglibatan syarikat tempatan dalam sektor perkhidmatan dan peralatan minyak dan gas (OGSE).

“Pada 2021, hanya ada sekitar 130 kontrak dipegang syarikat Sabah dalam sektor OGSE. Hari ini, sehingga Ogos lalu, jumlah itu meningkat kepada lebih 455 kontrak,” katanya dalam wawancara eksklusif bersama FMT.

Terry berkata SMJ Energy, sebagai syarikat berkaitan kerajaan negeri, membawa mandat dua serampang: memacu pertumbuhan ekonomi Sabah dan memenuhi tanggungjawab sosialnya kepada rakyat.

“Matlamat jawatankuasa ini ialah meningkatkan penyertaan syarikat Sabah. Petunjuk kejayaannya ialah semakin banyak syarikat tempatan memegang kontrak secara konsisten.

“Apabila itu berlaku, keuntungan dan pertumbuhan akan terus berpihak kepada syarikat-syarikat Sabah,” katanya yang mengetuai bahagian OGSE dan Korporat SMJ Energy.

Beliau turut menyatakan daripada kira-kira 1,400 kontrak aktif, syarikat Sabah kini menguasai sekitar 33% pasaran.

Pada 2023, Petronas melancarkan Unjuran Aktiviti Kinabalu, iaitu pelan jangkaan aktiviti dan tender bakal ditawarkan untuk tempoh tiga tahun.

Langkah itu membolehkan syarikat tempatan membuat perancangan pelaburan dan kerjasama dengan lebih awal dan teratur.

Kini, 169 syarikat Sabah aktif bersaing untuk tender berkaitan minyak dan gas — peningkatan 260% sejak 2021.

“Semua perkembangan ini didorong oleh pelaksanaan dasar kandungan tempatan secara strategik bersama Petronas,” katanya.

Selain jumlah kontrak, Terry berkata terdapat kesan ekonomi langsung yang jelas.

“Tahun ini sahaja, syarikat Sabah menjana sekitar RM1 bilion hasil daripada kerja dalam negeri, dan satu lagi RM1 bilion daripada projek di luar Sabah.”

Menurutnya, pertumbuhan pendapatan ini, ditambah peningkatan penyertaan dan pegangan pasaran, menunjukkan keberkesanan matlamat pemerkasaan kandungan tempatan melalui CCA.

Keutamaan kepada syarikat Sabah

Beliau menjelaskan dasar kandungan tempatan Sabah kini disokong melalui tiga mekanisme utama untuk memperkukuh kemampuan syarikat tempatan:

Keutamaan tender: Syarikat Sabah diutama bagi tender bernilai bawah RM20 juta untuk projek huluan dan bawah RM10 juta bagi projek hiliran, tanpa mengira kategori kerja.

Kategori kerja khusus: Sebanyak 135 kategori kerja ditetapkan sebagai bidang mengutamakan syarikat tempatan melalui kaedah “margin of preference” — yang membolehkan syarikat Sabah memenangi tender walaupun bukan pembida terendah.

Kerjasama teknologi, pembangunan kapasiti: Untuk projek berskala besar, mana-mana syarikat luar wajib bekerjasama dengan syarikat Sabah bagi memastikan pemindahan kemahiran dan teknologi berlaku secara berterusan.
